Storage of your D-28 has a couple issues. One, of course, is security. The other is proper humidification. On both accounts, my best advice would be to ship it to me.
Now, I know that sounds like odd and possibly selfish advice, but here's the deal. I have a sealed humidified cabinet where I keep all of my instruments. I spent several thousand dollars to construct this and purchase a special museum humidification system that keeps my humidity at a constant 40% inside the cabinet.
Your guitar would be safe here (unless my house burns down - then we're both screwed, since my collection is probably worth $1/4 million.) I would guarantee that your guitar would never go out of the house and I would play it occasionally to keep it in good shape.
As an alternative, I wouldn't know what to recommend, unless you can find a similar situation with someone you know closer to you. I wouldn't advise putting it in a storage unit and I don't know of any banks that would store something like that. Besides that, you'd have the humidification issue and also, you'd be paying for storage. I wouldn't charge you anything, although you'd have to cover shipping to and from. If you decide to do this, let's talk - I'll give you some advice about shipping.
As for your other question, I've heard that Esteban's guitars are fairly decent - just something cheesy about his ads. But, I'd recommend that you do some shopping. One of my guitar students just got a really nice Seagull guitar for Christmas - her folks paid $200 and I was quite impressed! Check local music stores or Craig's list.
By the way, if you have a high quality local music store that is a Martin dealer, you might ask them about storing your D-28. However, if you do something like that, I advise having a contract with them. As a matter of fact, if you store it with me, I'd want to have a contract too. Ya know, if I die or something I'd want to make sure you have it in writing that the guitar is yours.
So there ya go - my brain is picked clean on this subject.
