Fran, you must have been listening to some "skivvy-wavers" talking! You're quite right. Also, in case you didn't know: when the US flag is to be at half-staff it must first be raised to the top ...then lowered to half-staff position. The reverse is true...when the half-staff requirement is completed it must be raised to the top and then lowered to remove the flag. It is never lowered from the half-staff position downward to be removed from the halyard. Incidentally, we once had a Chief Mate aboard who called me FLOGS. He was Norwegian. He thought it was a terrible waste of "money" to fly the American flag EVERY day! I learned an enormous amount from that nice old guy (probably about 60 or so)! He had been a Mariner most of his life. Roy BRown
