Thanks for the update. From what you say, it seems that guys who were, let's say, SM2/c (in 1948), and close to promotion to SM1/c, would have to have learned the new aspects of the QM rate that they did not have previous training in (navigation, charts, etc.). My assumption is that this would potentially have delayed their advancement to QM1/c. Trying to find someone who experienced this first hand, to find out if my assumption is correct.
