I have seen the video - and only at the very the word "air" is mentioned - in a sentence, in which also "undersea" is mentioned, which makes no sense for a radar. Earlier, it is described as a surface search radar.

In contrast, SPQ-9B is described as radar capable of detecting and tracking low flying aircraft and missiles.

I still doubt that NGSSR is thought as a replacement of SPQ-9B. On board of USS Mustin, SPQ-9B has also the much better position to detect incoming missiles compared to SPS-73(V)18.

I would assume that still some other X-band radar will complement SPY-6, because of the later lack of precision, which makes an additional X-band radar for provide horizon search, precision tracking, missile communication, and terminal illumination of targets necessary.
