Automating small expenses in business

I've noticed that our employees' small and unexpected expenses add up to quite a bit of money over the course of a month. Someone will urgently order a cartridge, buy extra water, or pay for a small subscription, and then at the end of the month they simply bring the receipts to the accounting department. Everyone thinks their expense is trivial, but it's causing the overall budget to collapse. Could you tell me how to programmatically limit such inconsistencies? Is there software that would technically block any purchase without prior approval from the finance department?
