As far as im concerned non binding means why the hell bother? We have people raking in two three and in some cases even four pensions. Is that a bit gluttonous, of course, but you cant punish people for simply doing what they were allowed to get away with.
If you want to stop this good ole boy money grubbing, you cant backtrack. Being inconsiderate and hoggish is not a crime, not until this point anyway.
