A County Board Member, Petrillo Has nothing to do with letting prisoners go. The Sheriff, John Lakin, and the States Attorney Tom Gibbons, have oversight over criminal justice with some participation from the courts and probation.
The County Board sets the budget and approves policy; actually, Nick P is one of the more senior members, and is respected by most everyone. Since County Bord members no longer are part of the pension system that's moot too.
If you want to assign blame, find out who cannot deliver COVID-19 testing. We have no means of screening prisoners; if they sicken, we all pay the ICU bill. If somebody gets in, and all two hundred sicken, they take up hospital beds your mom might need.
Lack of testing is creating an economic crisis in America. A $10000 stimulus bounty for everyone who tested positive and would agree to quarantine might save our national economy, if we could come up with screening.
