This is interesting to say the least. The water company has to know the condition of much of the sewer system in our community. They must know that repairs/replacements will have to be in the near future.
OF course we will be exposed to higher rates in the long run but we would have been even if the city hung onto the sewer. I don't mind seeing an increase if it helps keep the basements of my friends and neighbors dry and free from sewage.
Time will tell and I'll be watching this one.
