Worker A, although i much enjoy your Illinois is a corrupt state posts, others seem to find them at times to be offensive. I may have stumbled into why they may feel that way. Since Illinois has been corrupt since before Dick "Turbin" Durbin was even thought of, maybe they think that corruption once it becomes the norm is no longer really corruption. In your above latest example of how these crooks operate, maybe he thought that was what was expected of him or maybe he even forgot. Forgetting can be a very good defense if you have the right letter after your name. That D is magical in the Peoples Republic of Illinois. Besides a measly 5 grand compared to some of these crooks seems almost like jaywalking.
