Bluangel. - you fail to mention that any request for cooperation has to be made via the relevant country's "central authority" to the other country's "central authority".... in this case from the Attorney General (Barr) to their Ministry of Justice and the Office of the Prosecutor General. The request must be made in writing. Also, there needs to be the named authority that is conducting some sort of "investigation, prosecution, or proceeding" in the country initiating the request. To my knowledge, there was no named authority already investigating Biden. The President cannot simply call a foreign leader and ask for a "favor"...i.e. dig up dirt on the Bidens, let alone hold up aid unless they agree to it.
