Tired, many of those city workers follow the example of our lazy, uncouth, common sense challenged, mayor. He is the worst example someone could ever follow. He has made a living off the taxpayer his whole life. Ditto to the previous mayor. Granite has had failure at the top for decades. The city workforce just falls into place.
