I skimmed through the bill as passed. It seems to me that the drug dealers of Chicago must have had a hand in writing it. It gives licensing preference to those 'who have been adversity affected' by enforcement of previous laws. So, if you're a convicted dope dealer, you get points added for your application. WTF!!
