    Unfortunately I have no source for the entire study or documents, though I wish I did. The excerpt I have provided was from a study / review of Illinois townships. I posted it to verify the "Melville Study" did actually exist, was paid for by taxpayers and it's recommendations were ignored. In this particular instance, it's recommendation to abolish the "costly, redundant and unnecessary" township was ignored.

    At the time of publication of the excerpt, Bernadine Hagnauer was the appointed Granite City Township Supervisor. Bernadine was the widow of Nelson Hagnauer and was offered not only the position of Township Supervisor upon his death, but also the position of Madison County Board Chairman which he had held for twenty two years.

    She declined the county position but took over the township.

    Madison County Board Chairman, or even county board members, routinely supervise simultaneously the townships where they reside. Kind of a "two for one" pension opportunity.
