A .25 percent sales tax has been in place now for a decade. By no means am I a legal scholar, but I believe that laws in which we must follow should be written so that a layperson carefully reviewing would/could comprehend its meaning. This law became effective 5-21-08.
The very first section of this statute defines its purpose: (a) Madison, Monroe, and St. Clair Counties may each be designated independently and separately as a flood prevention district for the purpose of performing emergency levee repair and flood prevention in order to prevent the loss of life or property.
