You seem to be butting your nose into that which is regulated by statute. Clearly, you have no idea of what you are talking about. The spreadsheet, as you called it, is a list of warrants that is given to the Board of Trustees for payment approval.
The Township and road department can issue individual warrants of expenditures or a list of expenditures, and that is what was done, by both the Township and road department.
Are you aware that Time Sheets were incorrectly done by the front office on several occasions? Mrs. Moore set up a 'check and balance' method, to help eliminate human errors.
