    Chris, not true.. Telecommunications Act of 1996: Consumers in all regions of the Nation, including low-income consumers and those in rural, insular, and high cost areas, should have access to telecommunications and information services, including interexchange services and advanced telecommunications and information services, that are reasonably comparable to those services provided in urban areas and that are available at rates that are reasonably comparable to rates charged for similar services in urban area.

    This Act, was signed by President Bill Clinton.

    Of course, he never considered or put in place safeguards for its abuse.

    "Lifeline’s costs doubled in five years to $1.75 billion in 2011 while tens of millions of dollars have been lost to fraud. Surveys found an average of 9 percent of Lifeline users in 17 states and territories were ineligible for the program, while recent audits found 400,000 instances of one person — or one household — having more than one subsidized connection. Some phones were sold for cash on Craigslist."
