Perfect case of politicians selling out the people in their community because of egos.

I'm somewhat familiar with project labor agreements. My understanding (limited) is that they only force non-union contractors to bring in a certain amount of local labor for a project. Prevailing wage rates in Illinois are set by law so theoretically any contractor, union or not, has to pay the same wage.

So you may ask, what's the problem? These big out of town contractors often pay their prevailing wage but then take money back from the worker through "questionable" methods such as charging them for use of tools, housing, etc....

In this case though one really has to wonder. When you stand to lose 26 million dollars of money that is intended to protect peoples lives and properties, you have to play by the rules of the ones with the money. In this case, the Corps of Engineers, arguably one of the most pain in the butt groups in the country. Dunstan and company should have taken the union bullet on this one an given in. It's not his place to hand back all that money because he is backed by the unions.

For this move alone, Dunstan earns the title of ASSCLOWN.
