You're absolutely correct, and it's a total sham.

I know someone who was hit by an uninsured driver head on. The friend's vehicle sustained considerable damage, and the offender's vehicle (of course) was barely damaged. Offender assured everyone he was fully covered. Andy's was called by the GCPD and towed friend's vehicle away. Friend went to check on vehicle and Andy declared it "totaled" but offered nothing in writing - just said it was a total loss.

If memory serves correctly, the friend had waited for a couple weeks to be contacted by the insurance company when it was found that the other driver had no insurance at all. Friend had liability plus uninsured/underinsured coverage, which didn't cover collision damage but would've paid had friend been injured. Friend mistakenly thought as long as they didn't cause an accident the uninsured motorist coverage would pay for any damages. Tough, expensive lesson.

Andy's was racking up a ridiculously absurd amount for towing and storage fees and offered friend "a real deal that he never does and really shouldn't" (right, I'm so sure). In exchange for friend signing over the title to Andy he would write off all the exorbitant charges.

My guess is that Andy turned a hefty profit one way or another because it was a very nice and in demand older vehicle.

The offender had an arrest record pages long, with multiple weapons, assault and drug charges, along with multiple driving without insurance charges, and friend decided it wasn't worth the risk to them to file a lawsuit.

It was a terrible situation all the way around, and I seethe every time I think about how people repeatedly have been taken advantage of by this man. Hopefully this is the beginning of the end of his reign.
