What's going on with this? Archived Message

I saw this on the news this evening:
ST. LOUIS (KSDK) - The forecast called for freezing rain on Monday morning. School administrators had to make the call again this winter to close school. They've lost so many days to bad weather already.

School closings are a blow to thousands of children who need to go to school to survive. They count on school for two meals every day. Some of them will hang near Kingshighway and Natural Bridge to beg for money to buy something to eat. Some of them may not eat at all.
"They have nowhere to go when the schools are closed," Nasheed said. "It's appalling at the end of the day. Those children are starving and they are hungry and we have no place to feed them."

I don't know what to think. What do they do on weekends, or during the summer? Why so many? Don't they have parents who can feed them? What's going on with this?
