I'd like to introduce myself to this discussion forum. I am not new to reading the conversations, but I am new to venturing in here by making a post. I kept on top of the latest Nameoki Township elections thanks to the information shared in these postings. With that being said, I have decided to gingerly add my two cents into what is clearly an enormous debate about whether Ms. Hanfelder should be permitted to work in both the Nameoki Highway Department and to hold the office of Nameoki Assessor. I am guessing I know why she wants both jobs, but the bigger question is why does she think she's entitled to both jobs? Why is she so confident that she will be allowed to keep them both, and if there is no wrong doing here, why are certain people demanding that this not be talked about? I think the best place to start is by looking at the current Metro East Sanitary District Board's officers. (At least some of them) By doing this, it may make a lot of things more obvious and a lot of people's actions and motives much clearer if you take the time to start assembling the puzzle. This is going to be lengthy, but definitely worth your time. Ken Davis, Treasurer,MESD, former Nameoki Township Supervisor. He has been rehired by the MESD as Treasurer after retiring from the MESD with a pension, and is now earning a paycheck to supplement that pension. Mr. Davis was the Nameoki Township Supervisor, where he earned a paycheck and excellent benefits while working for the MESD the first time. He was required to only put in twenty hours as supervisor, these hours are the requirement and considered full time for an ELECTED position. Mr. Davis employed his wife, though while not illegal, it is strongly discouraged by the Illinois Association of Townships, depending who you speak with. An ethical, upstanding, non-corrupt representative will tell you that the hiring of family is looked down upon, an unethical, in-it-for-the-money representative merely states it's not illegal nor against any published rules or guidelines. Mr. Davis determined his wife's salary. At his discretion. He generated her job description to his liking, and apparently her's as well. Mrs. Davis was responsible for the General Assistance Program. A program whereby township residents may ask for charitable help from the township. It's been alleged that Mrs. Davis "didn't like dealing with poor people". So she was no longer required to do so. Yes, taxpayers, there is a fund for assistance for qualified residents who apply for help. I believe Madison County eventually stopped referring anyone to our township because Mrs. Davis refused to handle these responsibilities. Mr. and Mrs. Davis both retired immediately after the last township election. They are both receiving pensions from the township. Retirement is quite lucrative, two township pensions, a pension from the MESD and a paycheck from the MESD. Next on the list of MESD Board members, William Hanfelder. Tammy Hanfelder's father. Mr. Hanfelder and Mr. Davis are very good friends. Ken Davis was very vocal about endorsing Tammy Hanfelder for the Township Assessor's position, knowing that was she was already working in his township on the Highway Department. He even went as far as to ask ex-township attorney Irv Slate if she could keep both positions if elected. He also requested that the township pay for the classes necessary for her to become assessor. Irv Slate denied both, saying she couldn't keep both positions of elected. I have read the minutes via this website. Apparently the new township attorney Ron Motil disagrees. Mr. Motil is attorney for Pontoon Beach, Maryville, St. Jacob and now the Nameoki Township. He has also been on the Granite City Regional Wastewater Treatment Board and is currently serving the Board of Directors of the Southwestern Illinois Flood Prevention District Council. I would think that both of these board positions work closely with the Metro East Sanitary District. Now Mr. Motil, according to what I've read, has no issues with Ms. Hanfelder holding two position at the township, regardless of how the math makes it impossible for her to do so. Why such differing opinions? Who is Mr. Motil friends? No accusation, just a simple question. Also on the MESD board is Andy Economy who is also Venice Township Supervisor. Frank Laub has a position on the MESD board as well his other affiliations to those who are connected are merely too many too mention. A Google search will give you the information. Bob Shipley, Director of MESD and also Granite City Township Supervisor. Now, back to the township. When Mr. Buddy O'Brian passed away, Ken Davis immediately appointed Gene "Coach" Baker to the position of Highway Commissioner. Ken Davis and Gene Baker, are also good friends. Gene Baker openly endorsed Tammy Hanfelder during the election. Gene Baker and Scott Kohler (Jerry McKechan's son in law, McKechan's sister in law worked in the township office as well) ran as a team for the election. Baker wanting the Highway Commissioner position and Kohler wanting the Supervisor's position against Randy Viessman. As we all know, that didn't pan out. And there was that nasty business about the election signs being destroyed or stolen. I know this is a lot of information to absorb. And there is probably a lot more information that's kept buried. But we have arrived at the changing of the guards, so to speak. Ms. Hanfelder is set to take over the Nameoki Township Assessor's position on January 1. She won the election, the voters have spoken. But as taxpayers of the township we all need to ask ourselves, is it possible for her to work her required forty hours a week in the highway department and her twenty required hours in the Assessor's office. Don Moore, elected by the voters for Highway Commissioner, must either enforce the terms of the current union contract and insist that she work her allotted schedule or turn his head, as it was predicted his predecessor had planned to do, and allow her to be absent during her scheduled work time in order to fulfill the requirements of the office of the assessor. To me, this is a cut and dried decision. She can give up one or the other position and devote the time the taxpayers are paying her for to do that single position, or she can be terminated when unable to fulfill her obligations for one or the other jobs. And since one of those jobs is an elected position, it would seem she should be terminated from the Highway Department. I will not claim that I have no dog in this fight, because I do. I pay taxes to the township, I voted for those I expect to do the most honorable job on my behalf. And for anyone who has seen the highway department in action under "Coach" verses Don Moore, I'll take Don Moore. The days of scheduling six highway employees to do the job of three, while three stand around on their cell phones instead of being separated an on a different job site, hopefully is over under the direction of Don Moore. I'll stand by Don Moore for doing the right thing. Don needs to realize the Nameoki Township Highway Department is a complete and separate entity from Township Office itself. It is a separate government, it does not answer to, nor take order from the supervisor. The supervisor has no say so about the highway commissioner himself, nor his employees. Don Moore was elected by himself to run the highway department, and that's what I expect as a taxpayer. Tammy and her family might fool themselves into believing that this issue has been long forgotten, or if they don't like that it's being brought to the light again, you have to ask yourself why? What are they worried about? What's in it for them? If you have to ask, reread the first few paragraphs of this posting. It's a long history of who knows who, who helps who, and who is covering who's back. Apparently Tammy Hanfelder had a lot of big players rallying behind her to ensure her victory. Now they appear at the ready to make sure she gets her two township paychecks no matter how impossible it will be for her to do so, at least with the slightest bit of integrity.
