It is against the law for a driver to make a uturn at a intersection controlled by a traffic signal.
Do we agree that this is the meaning to this portion of the statute?
nor shall such turn be made at any place unless the movement can be made in safety and without interfering with other traffic.
It shall also not be allowed at any other location unless it can be made safely without obstructing other traffic.
Maybe I am missing something, but that reads pretty clear to me.
