You're right about the code thing. They have a regulation for everything. About 15 years ago, I rented to a family with subsidized housing. The only thing they found on inspection was an area about 10x15 on the front of the garage that could "possibly be lead paint". I was told to scrape and repaint even though they only had one 12 year old kid living in the home. They said they might "eat paint chips". It wasn't even peeling!
