Sounds like you would gripe if the plow came down or didn't. It's their job. They have to do all the clearing on the streets and R.O.W.'s. You would also gripe if your street didn't get cleared.
I think you're onto something there!
As for the holiday issue...are you certain it wasn't a personal day. Heaven forbid if this guy needed to schedule a day off to take care of something.
