no way... top 1% pays roughly 31% (often times less) - which is a historic low. 17% would be disgustingly low, especially when considering people in the top 1% during the 1950's-1960's paid upwards of 91% in income taxes. it makes sense to me that those at the top owe it to their country to help provide for services they benefit from as much, if not more, as the rest of us. when we can, we cut them loose and let them prosper with lower taxes - but now is the time to tighten up and pay some bills. a flat tax would be far from equal, opposite what the concept seems to suggest. we are better off as a nation being able to require more from those most able to help.
