You buy or build a house next to a pig farm, you're going to smell pig chit. Buy or build next to a fire station, you're going to hear sirens....buy or build next to a dirt race track and guess what, you're going to be dealing with dust, dirt and NOISE!
So, Ms. Jenkin, Ms. Smoot you have NO right to complain. If this race track had moved into your neighborhood, then you would have every right to complain. But, the race track has been here around 50 years give or take a few.
You and your neighbors chose to buy or build your homes in an area where it has sat for all these years. Did it never occur to you to consider the noise or dirt before you decided to move into the area of the race track? Did it ever occur to you to do a little research on the history of that business as far as events possibly running late because of rain delays or special events, etc.?
Buying or building in the area of our race track was a decision you made, you had a choice, now you should deal with it. If you can't, you always have another choice.......relocate.
