Let me get this straight...
Your ok with people owning an animal with the physical/mental ability to kill an adult human being (aka pitbull.) But if somebody has a car parked, on there own property, up wind that smells funny to you (assuming it is the car and not the mill/other stinky granite city industry) it must be taken care of immediately (via granite's finest donut munchers), because of the possible yet unprovable harm it may cause you.
Although I'm not an auto mechanic, I do hold A&P certification. I can't think anything so stinky, even from much more industrialized applications, that it smells so bad it causes your "hair and clothes smell like it" from merely being downwind of it. You go onto to say it "it smells like a racing fuel or something it's horrible" Racing fuel smells about like a pecan pie, not some kind of toxic waste.
