These are people that don't understand the terminology that they're trying to use. The definition they're trying to use is that you're a follower and that you do as you're told without thinking for yourself. But, they are not using it correctly in this instance, because anyone with a brain (who thinks for them self) is smart enough to be prepared for an emergency. That is not being a sheep. Being a sheep would be not preparing for it because someone else said there was no need, even though you have sufficient information to know that you should.
