I acutally left a note on someone's car once for doing that. They had plenty of room and I had to get in on my passenger side. I was not happy so I left them a "Thanks a whole lot for parking so damn close to my car!" note!! They probably didn't care and just threw the note on the ground, which is another irritation of mine! People are rude anymore!
