It's not going to happen. Perhaps if the Dems are completely drowned in '12, then there is a possibility. Still, I wouldn't bet on it. Slight cuts to it are more likely. I wouldn't be surprised if a few Dems use it as a bargaining chip to get their way with the current Repubs.
