Damn, I forgot to respond to this eons ago. You should really really read Jane Jacobs book "The Death & Life of Great American Cities." E. Stl's and the pathetic Stl's condition are thoroughly reasoned, albeit from the Manhattan-esque point of view. E. Stl failed for a multitude of reasons. Sure, the race riots, filthy conditions, and white flight (which wasn't necessarily a bad thing) contributed, but the primary reason is simple: every neighborhood and street lost its community, its residents who cared in sufficient proportion. Also, E. Stl failed to build a transit system, it was too heavily dependent on industrial production, and it allowed its greatest assets (downtown & the riverfront) to be decimated by interstate construction and neglect. And always remember, the primary indicator of a slum is this: Do the vast majority of the residents wish to leave? If so, it is a slum or approaching that status. And most of the people I've met from E. Stl and the North Side are dying to escape those regions.
