The answer is clear it was a terrific tool as long as it could only be used one way and against ICE. At some point in time they realized they had a problem. What the hell are we going to do when these cameras show what kind of sub-human animals that these Agents are having to deal with? Then it was decided that we have to reel this in a bit until we are satisfied that measures are in place where the cameras can only be used as the one sided mechanism we originally intended it to be.
