I couldn't access the video without signing into Fox News (no thanks), but here's a direct quote from Trump when asked about back pay for furloughed employees:

"There are some people that really don't deserve to be taken care of, and we will take care of them in a different way, OK?"

Most likely illegal, but that doesn't matter to this administration. I do think this is an idle threat, not sure how they will identify those that "don't deserve to be taken care of" -- I supposed he could order Pam Bondi to find a way.
