Let me give you a briefing, fact check me at your leisure.
9 Feb 1990 - Our then SOS, James Baker, III said to Mikhail Gorbachev, “NATO will not move one inch eastward if you agree to German unification.” hoping to end WWII.
Gorbachev replied, “Yes, that’s very important, NATO doesn’t move and we agree to German unification.”
In 1994, former President Bill Clinton, laid the plan to expand NATO all the way to Ukraine, and iin 1999, it proceeded with expansion to Poland, Hungary and the Czech Republic.
Russia remained silent seeing no direct threat, but noted that the United States had broken its 1990 NATO agreement.
24 Mar 1999 - US led NATO bombing of Serbia lasting 2.5 months, killing 2000 civilians.
