So far I have seen nothing in the way of proof..A post on X is not showing proof.

I am sure there is plenty of waste that can be eliminated by going through Congress and stopping or changing some programs.

The way it is being done now, by people who have no idea of these programs or how they work and just slashing and burning is mostly not legal. Congress controls the money, not President Musk or Trump...
