I do not have any inside information on this guy. So I can not answer. "Why he had the guns if he never shot one." not do I know his motive for being there.
The sheriff has a right to voice his "opinion.". I do no know if he is correct. My point is neither do you. We can try to figure this guy out from whatever limited information we have on him. It will take a much longer time to investigate him further and maybe have more answers. Maybe not. Some people are very strange and some of us will never understand them and their way of thinking.
