Looking at the city ordinances, yes, the mayor is the liquor commissioner. However, ordinances limit the number of licenses he can grant. So technically he can't grant more than that without an amendment to the ordinance.

I think this comes down to the owner of Tinsel Town now operates the bar in the Mill and the city gets a piece of those sales. I looked for the contract on the city web site but didn't find anything.

I'm sure there is an explanation. I will hope someone can clarify this.
