About the schools - I don't know any statistics, but I can't help thinking of the families where both parents work, the parents who don't really understand what they're trying to teach, and the parents who just don't give a rat's a$$, so if there's any safe way to put the kids back in school, I'm for it. As far as #3 and #4 - not being limited to choosing people from in town means having more talent to choose from. #5 - You can always vote someone out, but if you get a good person where you want him or her (or whatever), you may just want to keep them for longer than a term limit will permit. #6 - I don't have a crystal ball, but I'll predict it will be a nasty campaign. I can't wait. Of course all of this is just my opinion, and you know what they say about those.
