Glad you got it sorted, the Heralds are pretty cool.
Back in the 70s I had a beater Herald, I used it mainly for just screwing around off-road in the savannas areas before development.
I beat on it hard & I couldn't kill that thing, I wound up breaking it for parts...

We worked on the brakes again today and they are much better. I bench bled the master, we filed chamfers on the leading edges of the shoe friction material, pushed all the caliper pistons all the way back, readjusted the shoes, and then re-bled the system with the 2-person "flush" method.
My friend says that while the brakes are not perfect they are better than they were in the past and much better than they were yesterday. Now he can move on to all the other problems this car has.

Doug that system isn't known for difficulty bleeding, as are some.
I would first adjust the rears to lockup, to eliminate the possibility of excessive travel on the rear shoes giving you the soft pedal.
Also make sure that the master cylinder piston is returning fully, you should see a noticeable fluid level drop in the reservoir as the piston returns.
Any misalignment between the shoes/drums and pads/rotors will also create excess travel/funky pedal.
