Hi Jennifer. This mark was used by Empire Works. The top part of the banner probably reads "Empire Works" though it is pretty blurred. The middle section would have the initials "EPCO" (Empire Porcelain Co) and the bottom banner probably reads "Stoke-On-Trent". Underneath is the word "England". I don't think there is a pattern name on this. The mark dates to circa 1896-1912 according to Kowalsky's Encyclopedia of Marks (page 190).
