The promote listing option is always there (I just ignore it) and, unless you were selling something obscure that no-one would want I'd be very suprised you've had no views. I know a while back eBay changed the way views were recorded and I don't really understand how it works but to be honest I've not noticed any difference.
However I have been having a few issues with my listing in eBay, the main one being that when I try and relist an item that hasn't sold it actually relists at the date/time of the original listing yet still running only for, as an example, 7 days. So If I listed something on the first of February and it didn't sell when the auction ended on the 7th February when I relist it on the 18th February it doesn't show under searched for the 18th but instead has been relisted back on the 1st February... yet the auction still runs for 7 days and ends on the 25th February! Not sure if I've explained it very clearly? I only found out when I listed a Twiggy doll and then wanted to check my listing and at first thought it hadn't listed but then noticed it much further down the page (only noticable because there weren't many Twiggy dolls listed but if you looked for Barbie as an example theres so many you'd never spot it. So basically I'm saying have a search for your item and see what time/date it's showing as being listed (it won't show up if you just click on your own listing).
