Your logic makes no sense (as usual). Just because AAs are not licensed in more states doesn't make them an inferior provider.
The only reason that AAs are not licensed in most states is because of the numbers. Why would some state out West want to inact a new law when very few people would take advantage of it. The first step is building up the number of AAs, which will occur over the next few years. More schools, more AAs, more states.
