I think in this scenario, it was because they could not accept all 12. I was told everyone had extremely good interview scores and it took a long time for them to decide who to accept and who to wait list. I was also told that after you have been invited for an interview, your admissions is based primarily on the interview. Hope this helps. Also, I was accepted.
