I don't think 3.63 is unreasonable for an OS. There are also might be a bunch of bloatware on there too. My S5 phone is loaded with apps that I deleted. Our Chromebooks, except yours, say 16 GB, yet a new Chromebook has less than 9 GB in actuality.
