John .... you may have missed that memo. They do have cars assigned to each officer. In most cases the cars are assigned and waiting for them when they leave the academy. They don't get the car keys in hand until off OJT with FTOs in their district. Or, at least that's the way it was 6-7 years back. I may have missed any recent memos to the contrary.
