Well said and not confusing. It's always good hearing from you and reading your thoughts.
The forced overtime is not done by identifying people to work. It's considered "the list" and they go from top to bottom after asking for volunteers. Everyone gets evenly screwed at sometimes the most inopportune time.
As for hiring, that's great to hire but once these raw recruits hit the street it does nothing more than cover for those who have left and then they fill open positions in special units which then affects the road and they are right back to forced overtime. I guess what I'm saying is the road suffers all the time and there is no hope for those guys and the forced overtime. I am basing this on reading the FOP Board and seeing the transfers, retirements and resignations. You also have to throw in comp time which they can't deny and allow the shift to go 1 or 2 below the minimum to accommodate someone requesting it, or at least this is how it was before.
House Mouse made some good points but as they were told now by two that the road is where the money is if you need it. It's easy to get there and all they have to do is request a transfer. They can watch how fast they fill the open spot.
Honestly I don't think that there is or will ever be a simple solution and it's all about money in the end but in the end as usual the road guys suffer.
