By the time the following season rolls around some of the teams that tanked will have reversed their fortunes as a result of better management and luck. Reverse order of finish and the lottery encourages tanking. It makes more sense to award draft order by the highest winning percentage of non playoff teams. This will encourage integrity among non playoff teams. I will decline my vote on any of the options that Jim has outlined because simply put we are only re-arranging the deck chairs. I do support a unified draft but add this comment, it does not make sense to have a common draft (determined by win/loss percentage) when neither league plays games against each other. A .500 percentage in one league is not congruent to the other league.
For your consideration, an open lottery for all playoff teams. The remaining picks in the draft for non-playoff teams are in order of winning percentage (not reverse order). Free agency (as unfortunate as it is) as we currently know it would be by reverse order of winning percentage based on the current standings at that time.
In spite of the timid and faint of heart, a meaningful free agent system with impact, circumstances and reality should be a next step.
