I remember reading that there was a short deck and a tall deck block. I also remember a machinist telling me that the early blocks were all short deck and the piston compression height was shorter for the 1.6 in early years to comp for the 0.294" longer stroke. All of this makes sense and falls into place with what you have posted. So the early block must have a deck height of around 7.645" and the late block (maybe '78 and up)was 7.795". So the 1.6 combination with early block would be any 3.90" stroke crank, any rod and the short pistons.
