Some years ago I was paying my real estate taxes before the new county administration building was built. A lady in line was complaining about the office facilities the county at that time. She remarked "this is terrible for people to have to deal with these types of surroundings. It wasn't like this where I lived before." That;s when I asked her "well if it was so much netter where you lived before why did you move here?" It is exactly as you said meaning if you don't like something move somewhere where you like it better.
