In general, you have a right to a non-excessive bail.

If he had the money, and was not deemed a flight risk, theres not much any Judge could do.

I sure hope not, 150+ million patriots with assault weapons is a good check on government abuses. No government should be able to own weapons illegal for the citizenry. So unless all the cops, and National Guardsmen are willing to give up there "assault weapons" (which is really just a term for "guns that look scary") I hope it never happens.
In reality; In the right hands a bolt action .22 rifle is just as, if not more, deadly.
You want to talk common sense, lets look for patterns. What are the most common trends that we see with these shootings? Start there, you have de-masculated men, and you have gun free zones. Perhaps we should stop de-mascualting boys as they become men, and perhaps we should recognize, a sign that says you can't bring a gun here, only stops the people who you might want to have a gun with them.
