I left it blank and my Illinois return was processed and my refund is in the bank...that being said I didn't make any large purchases on the Internet and very few that I didn't have to pay taxes on.....I used to prepare taxes and the state does not have the resources/manpower to audit very many tax returns.....it is not mandatory....
